Kenneth Rogers is an entrepreneurial, results-driven professional with over 30 years of experience working with multinationals, U.S. & foreign government agencies, non-profit organizations, and small business start-ups.

Kenneth currently serves as the Director of Strategy, Planning, and Budget at the U.S. Department of State overseeing a $2.8B global IT portfolio servicing an 85K person workforce operating in over 300 locations around the world. In this position, Kenneth provides executive leadership for strategic planning, portfolio management, and policy and performance management.

Prior to this position Kenneth served as the State Department Chair at the Department of Defense, National Defense University, College of Information & Cyberspace. Kenneth’s public sector career includes serving as the Chief Strategist at the U.S. Department of State. Prior to that, Kenneth served as the Chief Information Officer at the Department of Homeland Security’s, Science & Technology Directorate. Kenneth also held leadership positions at the U.S. Department of Commerce, Bureau of Economic Analysis as the Chief Enterprise Architect, and as the eCommerce Strategist at the U.S. Export Import Bank where he designed, in collaboration with private sector banks, a secure and seamless end-to-end “trade finance portal” for delivering trade finance products for its customers.

Kenneth’s private sector experience includes financial management, government relations, and information systems management in the banking, aerospace, and commercial electronics industries. Kenneth also served as an international economic and management consultant where he provided specialized international trade, development, and e-business assistance. Customers included government agencies, nongovernmental organizations, and international organizations in the U.S. and throughout the developing world where he gained a firsthand understanding of the challenges confronting small and medium size firms working in these regions.

Kenneth has complemented his diverse business background with continued academic and professional training, which include advanced degrees in Science and Technology Policy, Information Systems & Technology, International Business, International Affairs and Certificates in Asian Studies, International Political Economy, and CIO and CTO Certification. Kenneth is currently pursuing a PhD at Virginia Tech in the School of Science and Technology Studies. Kenneth, and his wife Pam, have four adult children and currently live in Vienna, VA.
